Amery to acknowledge the receipt of
our letter 8:27041 of the 21st of
October relative to the sterling loan
to the Government of Hong Kong.
Er. Amery fears that the
Colonial Office letter of the 8th of
October has left the Lords Commissioneri
of the Treasury under a misapprehension
in supposing that the principal argument
adduced in favour of an imperial
guarantee was that i would enable the
loan to be obtained on cheaper teras.
This was mentioned merely as conse-
quence which would in fact folly. If
